Social Cannabis Consumption Licenses Coming to Massachusetts in 2025

The Massachusetts Cannabis Control Commission has announced plans to roll out three new social consumption license types in mid-2025, marking a significant milestone for the cannabis and hospitality industries. These licenses aim to create unique spaces for cannabis use while fostering community engagement and supporting business growth.




The Three License Types:

  • Co-located Social Consumption Lounge: Allows existing cannabis businesses to create on-site consumption spaces, similar to tasting rooms.

  • Standalone Social Consumption Business: Enables new or existing non-cannabis businesses like cafes, theaters, or yoga studios to host on-site cannabis consumption.

  • Event Organizer License: Permits cannabis consumption at temporary events such as festivals.


The commission has outlined general regulations for all licensees:

  • Entry is restricted to individuals 21 and older.

  • Customers are prohibited from bringing their own cannabis products.

  • Sales must stop 30 minutes before closing.

  • Proper ventilation systems are mandatory.

  • Licensees must provide a transportation plan for safely assisting impaired consumers.

  • Information on THC levels and average onset times must be clearly displayed.


Timeline:

  • Draft regulations: December 9, 2024

  • Public comment period: December 17, 2024 – January 17, 2025

  • Final regulations: Expected by mid-2025
